Abstract
In 2023, the International Maritime Organization (IMO) adopted a revised strategy aimed at decarbonizing international shipping. This strategy includes a target for the sector to achieve net-zero greenhouse gas (GHG) emissions by around 2050. The IMO is currently working on implementing new measures to facilitate this decarbonization process. This initiative raises important questions about who will benefit and who may face challenges during the energy transition. Some IMO Member States and various stakeholders have expressed concerns that GHG measures could disrupt trade patterns and increase food security risks. Conversely, other Member States view these measures as a potential new source of climate finance but fear they may be left behind unless appropriate arrangements are established. This presentation will assess the current state of negotiations regarding an equitable energy transition in international shipping and analyze the challenges and opportunities that lie ahead.
